Distribution of waste management responsibilities

HSY is responsible for the municipal waste management obligations specified in the Waste Act (646/2011) in Helsinki Metropolitan Area and Kirkkonummi. Helsinki Metropolitan Area includes the cities of Helsinki, Espoo, Vantaa and Kauniainen.

According to the Waste Act, our responsibilities are:

  • providing and organising waste management services for the residents of the Helsinki metropolitan area and Kirkkonummi
  • responsibility for the municipal waste management of the municipalities’ own administrative and service activities in the Helsinki Metropolitan Area and Kirkkonummi
  • responsibility for the collection, transport, and recovery of waste, as well as for the disposal of waste in a landfill
  • responsibility for the aftercare of the landfill
  • responsibility for waste guidance
  • organise supplementary waste management services referred to in the Waste Act
  • act as the Helsinki Metropolitan Area and Kirkkonummi waste management authority, which includes approving the local waste management regulations and calculating the waste management services fees.
